WORK SUMMARY

 Over 25 years of combined military service and governmental support with experience in program and project management, plans and doctrine development, Joint and Service liaison, and Air Force operations. Formulated, developed, and implemented Joint and Service plans, programs, requirements, doctrine, organizational structures and developed appropriate strategies for implementation. Experiences include leadership, team building, staff coordination, problem resolution, military aviation, training, technical oversight, & aircraft systems management. Significant experiences include:
 Program Management
 Program manager for Air Combat Command’s (ACC) Combat Plans and Analysis Branch, Doctrine Branch, and NORAD’s Doctrine Branch.
 Functional manager for the B-52 formal Flight Training Unit (FTU) and an Air Force Tactical Air Control Party (TACP).
 Other management efforts include Wing Electronic Warfare Officer, PM for electronic combat training & analysis, lead for US Northern Command (USNORTHCOM) activation, development and management for CINC Integrated Priority Lists (IPL), lead for NORAD plans and requirements development, analysis, and staffing of all Secretary of Defense cornerstone documents, and managed division involvement with AF Smart Operations for the 21st Century (AFSO 21).

 Project Management
 Project lead for planning, programming and technical development of ACC’s Air Force Component Headquarters (AFCHQ), Major Command (MAJCOM) A-Staff structure, Air Staff Program Action Directive (PAD), MAJCOM PPLAN, and restructure of the Air Forces Air Operations Center (AOC).
 Project lead for planning and development of OSD’s JT&E Joint Maritime Evaluation of Transit Escorts (J-METE) QRT. Focus on developing Concepts of Operations (CONOPs) and Tactics, Techniques, and Procedures (TTP) to reduce vulnerabilities of High Value Assets (HVAs) to underwater asymmetric threats.
 Other efforts include Operations Research & Systems Analyst (ORSA) for a OSD’s JT&E JFS and QRT, aviation subject matter expert, market research analyst, and test designer for the USCG’s National Security Cutter Unmanned Aerial System (NSC-UAS), Lead for air defense of the 2002 Winter Olympic Games & Canada’s G-8 Summit, supported the Joint Information Operations Center for Experimentation (JIOC-X) in Urban Resolve Current Operations (URCO), a Joint IED Defeat Organization (JIEDDO) Counter Improvised Explosive Device (C-IED) development effort, functional integrator for ballistic missile and cruise missile defense, Airborne Laser, the Stratospheric Airship Advanced Concept Technology Demonstration (ACTD), and the Space Based Infrared Systems (SBIRS) High and Low Components Programs against low observables.

 Plans Development
 Re-wrote and developed Concept Plans (CONPLANs), CONOPs, Air Tasking Orders (ATO), Air Control Orders (ACO), TTP, and managed binational policies and agreements.
 Revised and developed Commander in Charge (CINC) Integrated Priority Lists (IPL).
 Analyzed and staffed Mission Needs Statements (MNS), Operational Requirements Documents (ORD), Capstone Requirements Documents (CRD), and Joint Warfighting Capabilities Assessments (JWCA).

 Doctrine Development
 Reviewed, revised, and developed Service and Joint doctrine documents.
 Developed and staffed the Air Force’s Doctrine Document (AFDD) 2-5 on Information Operations (IO) and Effects-Based Operations (EBO).

 Joint Liaison
 NORAD’s liaison to Joint Forces Command (JFCOM), Strategic Command (STRATCOM), the U.S. Coast Guard (USCG), and the U.S. Secret Service.

 Service Liaison
 AF liaison to the U.S. Army’s 3rd Brigade of the 101st Air Division.

 Air Force Operations
 Air Liaison Officer (ALO) to the Army’s 101st Air Division for Service capabilities support. Led a 24-man member combat-ready tactical air control party (TACP) in Close Air Support (CAS) training & employment.
