I have 20 plus years of experience in the environmental field in both the public and private sectors. My expertise includes natural resource inventories and mapping, wetland and riparian delineation, mitigation and restoration designs, watershed analysis, biological assessments, rare plant surveys, raptor surveys, Federal Endangered Species Act compliance, phase 1 environmental site assessments, environmental and natural resource planning, habitat mitigation and baseline studies, water quality monitoring, watershed planning, environmental assessments, and conflict resolution related to environmental/land use disputes. Wetland mapping project for City of Seattle: Team lead for the development of a comprehensive wetland mapping program for the City of Seattle. This included working in cooperation with the U.S. Fish and Wildlife Service (USFWS) to inventory wetlands by size, Cowardin classification, and Hydrogeomorphic (HGM) designation. The study employed review of historical maps, digital aerial ortho-photos, color infrared aerial photography, Light Distance and Ranging (LIDAR) data, field surveys, and delineation reports to update the wetlands coverage for the City. The wetland inventory is now an accurate representation of the most current wetland resource base within the City. The data is housed, maintained, and updated by both the city of Seattle and the USFWS, National Wetlands Inventory Program. The USFWS is using the City’s approach as a model for other urban areas within the United States.
Skagit County Planning & Permit Center, Mt Vernon, WA (1991-1998)
Senior Environmental Planner Involved in implementation of County’s Critical Areas Ordinance and forest practices. This included conducting site visits to determine or verify the presence of critical areas (wetlands, fish and wildlife areas, and geologic hazards); reviewing and analyzing critical areas reports; preparing, reviewing, and analyzing wetland delineation reports, including problem and disturbed area wetlands; verifying and conducting wetland delineations and analyzing the proposed development activity in relation to its impact on the wetlands; and preparing and reviewing proposed compensatory mitigation plans in relation to their ability to protect wetlands from development; providing input and direction to consultants on preparation of wetland delineations and mitigation reports; reviewing development plans and monitors projects to ensure compliance with applicable regulations; providing technical assistance in the enforcement of violations of County Critical Areas Ordinance; participating in technical review meetings; preparing environmental checklists and prepares, submits, and obtains permits from state and federal agencies; making presentations on environmental issues related to critical areas at public hearings and workshops; and responding to questions from the general public about wetlands and wetland regulations. Other responsibilities included: Reviewing and issuing forest practices permits for the county and presenting critical area variances before the Hearings Examiner and review of certain applications for the State Environmental Policy Act.
In the same position, past duties included: lead planner developing Padilla Bay/Bayview Watershed Action Plan in Washington State to address nonpoint pollution in Padilla Bay; organizing and facilitating a diverse consensus based management committee; conducting resource inventories and assessments, including water quality monitoring, stream surveys, mapping, and aerial photo interpretation; preparing planning documents, technical papers, and funding proposals; and presenting information to committees, public and elected officials on resource conditions and issues. Other responsibilities included coordinating activities between the resource planning and comprehensive planning sections of the department, and assisting in the implementation of the Growth Management Act requirements related to agricultural issues and farmland protection. ...
