Mr. Cooney has international expertise developing and implementing QA/QC on complex mega-projects. He has more than 35 years of experience in quality assurance, engineering auditing, and engineering. Mr. Cooney is certified by the American Society for Quality (ASQ) as a Certified Quality Auditor (CQA), and by ASQ as a Manager of Quality/Organizational Excellence (CMQ/OE). He is a licensed Professional Engineer in New York.

From 2006 to 2011 Mr. Cooney was Parsons’ Quality Assurance Manager, responsible for the Quality of all Parsons projects in the Northeast U.S. He also had project responsibilities for several major mega-projects, and also audited all Parsons’ bridge, highway and rail projects in NYS on an annual basis.

Specific project responsibility included the $400M Route 25 bridge and connecting highway project in Montreal, Canada, the $8.4B Messina Straits Bridge Project in Italy, the $7.3B East Side Access project in New York City and a $900M extension of the Miami-Dade light rail system.

Mr. Cooney audited and provided QA/QC recommendations for the $1B Abu Dhabi Airport project.

Mr. Cooney updated Parsons’ Quality Plan such that it was certified by ISO as compliant with 9001:2008.

Project Description: The project involves the design of a new train station, access tunnels, new interlockings, and signaling to redirect trains to the East Side of Manhattan. The design cost of the project is $160 Million. The total cost of the project is $7.3 Billion.
Project Responsibilities: The project has a Quality Assurance Manager from a JV partner who can only provide 60% coverage. Mr. Cooney covers the remaining 40% of the project. Mr. Cooney certifies the design submittals and initiates corrective action as required.

Project: Messina Bridge
Project Location: Rome, Italy; NY, NY

Project Description: The project involves the construction of a bridge from Italy to Sicily. This will be the longest, tallest bridge in the world. Parsons is the Project Management Consultant (PMC) with direct oversight of the General Contractor and the bridge design contractor. Parsons is also responsible for an Independent Design Check of the bridge, and the review of all project components.
Project Responsibilities: Ensures that the Design Verification and Independent Check responsibility of the Bridge Design Review team in Parsons’ NY office is performed according to the procedures. He also replaced the Quality Manager in Rome for a month in 2010.

Project Description: The project involves the design-build of a major new bridge and connecting highway. The total cost of the project is $400M. Anticipated completion is 2011.
Project Responsibilities: Serve as Design Quality Assurance Manager. Prepared the design quality procedures, and certify the design submittals on the project.

Project: North Corridor Metrorail Extension, Preliminary Engineering
Project Location: Miami, Florida

Project Description: The project involved providing the preliminary design and construction of an elevated 9.5-mile extension of Miami-Dade Transit’s metrorail system along 27th Avenue from Northwest 79th Street to the Miami-Dade/Broward County line. The construction cost for the project was approximately $915 million.
Project Responsibilities: Served as Quality Assurance Manager and certified the 100 percent engineering design submittal, which consisted of 900 drawings and several major planning documents.

Mr. Cooney worked as an engineering auditor for several government agencies. Mr. Cooney provided professional engineering review for over 300 change orders on major infrastructure projects.

Mr. Cooney provided post-9/11 recommendations to Verizon to protect their downtown network. He reviewed the plan that was developed following the 1993 World Trade Center bombing and provided additional recommendations.

Mr. Cooney was responsible for developing service proposals (maintenance, monitoring, service provisioning) for major customers in the Northeast U.S. and for AT&T. Project management and operations were brought into the process at an early stage to ensure that the customer requirements were met and understood. Mr. Cooney developed the services sections of a major design-build proposal for AT&T Wireless worth $200 million over three years. He also developed the services section of a design-build proposal for AT&T Broadband worth $700M over five years.
