County Government. Supervise six sections: project management, utility engineering design, utility planning,
records, survey, and locates. Division staff total is around 48.
October 1996: Project Manager with Utilities Engineering Section of OCPM/PWED/Public Utilities
Engineering Department for Collier County Government in Naples, Florida. Activities include construction
management, in-house design, planning, estimating, permitting, consultant management, write
proposals, and presentations to other departments. In-house design include 12-MGD South County
Regional Water Plant Odor Control Scrubber/Pump Station/Backwash Pond Modifications; Naples
Landfill Leachate Pump Station and Meli property Acquisition for FDEP/SFWMD mitigation; North
County Regional WWTP Spray Odor Control for RDP Sludge Process Pilot Test and Evaluate PLC

Sludge and Yard Waste.
July 1995 - Manager of Domestic Wastewater Program at Florida Department of Environmental Protection,
Southeast District Office in West Palm Beach, Florida. Supervise permitting and compliance/enforcement
activities in area which serves over 50% of Florida's population and wastewater flows and oversee Water
Facilities Program (potable, industrial, UIC) when delegated. Help develop policy guidelines and rules.
September 1993 - Senior Project Manager with Glace & Radcliffe, Inc. at Maitland, FL office for water,
wastewater, solid waste and hazardous waste projects. Major projects include:
1)City of Palmetto - Complete design of WWTP expansion from 1.4 MGD to 2.4 MGD and Areawide Reuse
System. The first AWT WWTP using Bardenpho process in the U.S. was expanded with new fine grit, three
stage Bardenpho, clarifier, filter, chlorine system, belt press filter, aerobic digester meeting EPA 503
rules.Also designed 6 MGD Reuse Transfer Pump Station and Reuse Ground Storage and Pipeline
Distribution System. Did NPDES Permitting for discharge to Terra Ceia Bay, an outstanding Florida water.
2) Dobbins ABS, Marietta, GA - Design soil and water lead removal and abatement system at Shooting Range. This design would meet BMPs for stormwater per NPDES. 3) Orange County Utilities Division - Project Manager for sewer remediation by trenchless methods at Rio Pinar, Bonnie Brook, Subdivisions, etc; did various piping and pumping station studies; evaluated pipeline coatings.
4) Orange County Solid Waste Division - Project Manager for various landfill projects including leachate systems and Master Plan.
5) Hernando County - Project Manager for complete design of brand-new 1 MGD WWTP at Airport with ability to expand to 6 MGD in the future. Also design reuse for effluent disposal on parks and 228 acre disposal site.
