May 2007 to May 2012, Department of Homeland Security, Science and Technology (S&T), Homeland Security Advance Research Projects Agency (HSARPA), 1120 Vermont Ave., Washington DC, Program Manager.

• Program Manager for multiple programs within DHS S&T:
o Rapid Response and Recovery, Rail Tankcar program - Developed technologies and methodologies that reduced or eliminated the release of Toxic Inhalation Hazards (TIH) material from railcar tanks after being subjected to natural or man-made forces in accordance with current transportation security rules. This involved developing and directing diverse research groups i.e. the Army Research Laboratory, NSWC Dahlgren and Carderock, and University of Mississippi in developing new materials for this effort. Coordinated these efforts with end users ensuring compliance was met with all regulations and the security capabilities produced could be transitioned.
o Levee Strengthening and Damage Mitigation – multi year effort covering three projects: Identify Problem Levee Locations, Affordable Levee Strengthening and New Design, and Rapid Repair of Levee Breach. Directed the Engineering Research and Development Center (ERDC), Army Corps of Engineers, Vicksburg, MS who successfully completed this effort using innovative technologies and processes. Worked closely with State Emergency Management Agencies in coordinating the implementation of this work into their action plans.
o Hurricane Aerosol Microphysics Program – three year effort to develop models and simulation supported by observations leading to potential operational methodologies for better Hurricane prediction. Developed a team of scientist from Israel and the United States who successfully completed this effort.
o Complex Event Modeling, simulation and Analysis (CEMSA) – a multi year effort to model and simulate the interdependencies and cascading effects on the infrastructure and the dynamics of multi-event and multi-vectored attacks. Directed work performed at both the Sandia and Los Alamos National Laboratories. Coordinated program development with Canadian, Australian, US, and United Kingdom respective departments.
o Small Business Innovation Research (SBIR) effort to develop an improved Self-Contained Breathing Apparatus (SCBA) lens for Firefighters.
• Participates in Proposal Evaluations for South Eastern Regional Research Initiative (SERRI), Long Range Broad Area Announcements, and International Programs.
• Lead Transportation Research Board (TRB)/ National Academies of Science (NAS) Team on Commercial Space Transportation.
• Lead efforts to identify state-of-the –art technologies through foraging all sources as part of HSARPA’s charter
