WORK HISTORY:

2013-Present Deputy Director of Public Works-Operations
Under the administrative direction of the Director of Public Works, assists in the planning, organizing, coordinating, and directing the maintenance and operation activities of the Public Works and Utilities Department, and acts as the Director in his absence. Coordinates the integration of all utility and other maintenance functions.

2009-2013 Federal Project Manager

Supervise construction and design on multiple federally funded Base Realignment, Acquisition and Closure (BRAC) facilities in Spokane, Everett, Yakima and Vancouver. This includes technical engineering review of completed plans and specifications, communicating with other stakeholders to include units and State military directorates, managing expenditures on National Guard specific facilities and coordinating National Guard units’ move into new buildings. Assist in providing recommendations to the State military Department executive management regarding future National Guard armories closure based on command guidelines. Supervise the technical work execution of State project managers in performing Sustainment, Restoration and Modernization (SRM) projects to include consultant selection, cost estimate review and monitoring work schedule and budget.


2008-2009 Director of Engineering-WestSound Engineering, Inc.

Assisted in managing the Port Orchard office operations and supervises the technical work of the other engineers within the office. Managed a variety of residential and commercial projects, of various size and scope. Provided municipal support to various cities in
Kitsap County to include Port Orchard. Developed and implemented a marketing strategy for the firm to conduct an outreach to assist municipal agencies and other County and State agencies.


2005-2008 Public Works Director/City Engineer-City of Port Orchard

Supervised work activities of different divisions within department to include sewer/water, street, parks, fleet maintenance, municipal facilities, engineering and building. Prepared engineering design; provided professional supervision and coordinated professional engineer/architect consultants. Worked closely with Mayor and Council to develop citywide policies and procedures as they related to assigned work responsibilities.

2001-2005 Assistant Project Engineer-WSDOT Maple Valley Office

Supervised technical work performance of a satellite office of 20 to 40 engineers and
engineering technicians. Responsible for the administration of multi-million dollars transportation design and construction projects in South King County area.

1999-2001 Senior Civil Engineer-Pacific Engineering Design, LLC

Developed full engineering site plans for several residential and commercial projects. This experience included supervision of other engineers and technicians during the development process. Maintained close working relationships with clients, governmental agencies’ officials and the public in general.

Established goals and objectives for the department’s divisions, which included Administration, Engineering, Development Review, Public Works Utilities and Facility/Fleet Management.
Prepared and administered an annual operating budget of $4.0 Million for the department (60% of the total city budget). Provided regular reports to the Mayor and elected officials on the status of my different areas of responsibility. Prepared ordinances and legislation for council consideration and public input.

1996-1997 City Engineer, City of Shoreline

Planned and managed construction of the City’s infrastructure including street and storm drainage
