Maritime Patrol and Reconnaissance Aircraft (PMA-290) Technical Director

Engineering lead for Naval Aviation Maritime Patrol and Reconnaissance Aircraft (MPRA). MPRA include the P-8A Poseidon, P-3C Orion, and EP-3 aircraft, as well as all Foreign Military Sales cases for these platforms. The Future Years Defense Plan budget for development, procurement, and support of these aircraft is approximately $22B. As the lead engineer for the MPRA office I develop and execute the engineering strategy for the complete lifecycle of these aircraft.
• Manage over 400 engineering staff supporting all MPRA platforms across all aviation engineering disciplines. Ensure appropriate experience, training, and staff levels are applied to all programs. Develop engineering reorganization to address barriers to cross platform communication and improve efficiency.
• Provide independent assessment of all PMA-290 programs using structured review processes and formal corrective action plans for prime contractors including Boeing, Lockheed Martin, L-3 Communications, Raytheon, and Northrop-Grumman. Coordinate reviews with the OSD, DOT&E, Defense Contract Management Agency and other stakeholders.
• Lead engineer for multiple critical issues including: Weapons integration plan for Harpoon missile on P-8A aircraft with 50% cost and schedule reduction, architecture improvements to support multiple international sales, integration of improved ASW capability on P-8A with 60% cost reduction, and improved processes to manage P-8A test execution to ensure IOC dates are met.
• Coordinated overarching capability roadmap strategy for PMA-290 MPRA and Family of Systems that includes P-3C, EP-3, P-8A, the Broad Area Maritime Surveillance Unmanned Aircraft System (BAMS UAS), and the Tactical Mobility Centers.
• Coordinate with PEOs, NAVAIR, Fleet, and prime contractor senior leadership on all PMA-290 engineering issues.

P-3C Orion Assistant Program Manager for Systems Engineering (APMSE)

Responsible to MPRA Program Manager for successful overall systems engineering and systems integration efforts for the P-3C Platform including high priority sustainment of these critical platforms until transition to the next P-8A Poseidon Multi-Mission Maritime Aircraft. Managed the systems engineering process, engineering staffing, risk management, and technical oversight of multiple P-3C programs for capability improvements and platform sustainment.
• Led the engineering development of the P-3 Outer Wing program in response to airframe structural issues that grounded one third of the P-3C fleet in January 2008. Developed complete outer wing specification to allow purchase of wing replacements in 2 months. P-3C fleet aircraft have been returned to service ahead of schedule.
• Ensured current and accurate documentation of P-3 engineering baselines, including requirements traceability and allocation, baseline definition, change coordination, and interface control within and external to the system. Developed life cycle engineering plans for all P-3 variants including EP-3/SPA.
• Updated P-3C Systems Engineering processes to improve communication between P-3C programs and to manage requirements to control cost and schedule. Updated configuration management plans to drive down multiple aircraft configurations and improve aircraft readiness. Reduced number of unique configurations on P-3C aircraft from 58 to 11.
