Support the Federal Aviation Administration’s (FAA’s) Aviation Weather Services organization (AJW-94). Provide systems engineering, acquisition and program management support to the Weather Observations (Radars and Sensors) Division (AJW-941).
• Deputy functional manager for systems engineers for the FAA effort for multiple contracts
• Primary senior systems engineer supporting the Terminal Doppler Weather Radar (TDWR) service life extension program (SLEP) that supports 46 of the largest U.S. airports
• Also supported the Wind Shear Detection Service (WSDS) portfolio effort and other Sensors and Radar Department technical efforts
• Assigned total responsibility for a $15M TDWR radome replacement since the FAA federal program manager retired December 2011
• Supported FAA customers in planning and executing acquisition documentation, program planning and budgeting to support legacy system life extension programs for the TDWR and other wind shear detection systems.
• Worked with FAA’s second level engineering facility in Oklahoma City to insure availability rates for the radars are maintained at the highest possible levels.
• Wrote an FAA specification for procurement of replacement radomes for the TDWR.
• Generated a comprehensive statement of work (SOW) to support that effort as well.
• Participated in source selection activities including technical review of contractor proposals
• Wrote and coordinated the sole source justification and other key documentation to get the FAA Chief Financial Officer’s approval for the TDWR radome replacement effort weeks ahead of schedule.

Supported U.S. Navy’s Program Executive Officer for Integrated Warfare Systems Surface Weapons Program (PEO IWS 3.0) STANDARD Missile (SM) program, the Navy’s primary surface ship weapon
• Provided direct technical support to the STANDARD Missile Chief Engineer (PEO IWS 3ACE) and the director of International Programs for every NATO country purchasing STANDARD missile
• Attended technical meetings representing the interests of STANDARD missile in all its variants
• Generated technical presentations for organizations and entities external to the office as well as internally to aid future planning and resource allocation
• Interacted with the prime contractor, Raytheon Missile Systems on SM-2 issues as well as SM-6 and SM-3 issues. Assigned to do developmental work on the next generation SM-2.
• Served as one of the primary “go to” engineers for interaction with the Aegis BMD community with responsibility for developing a ballistic missile defense capability in the STANDARD Missile 3, an exoatmospheric interceptor used to combat all types of enemy ballistic missiles
• Also supported the STANDARD Missile production engineer in planning and executing delivery and fleet support of SM-2s and future delivery of SM-6’s.

Prior to working for the STANDARD missile program office supported the U.S. Navy’s Aegis Ballistic Missile Defense (BMD) directorate (PD452), a Naval Sea Systems Command field activity funded by the Missile Defense Agency (MDA).
• Worked all systems engineering and related hardware and software issues for the Government Combat Systems Engineer to support implementation of a Navy missile defense capability, primarily Raytheon’s SM-3 interface with Aegis BMD ships.
• Coordinated and worked with MDA and their designated National teams to evolve spiral upgrades to current Aegis cruiser and destroyer platforms.
• Provided technical assistance in developing “capability based” systems within stringent and changing budget and scheduling constraints.
• Developed presentations and talking papers on technical subjects relating to BMD.
• Reviewed technical papers and presentations submitted by the prime contractors, Naval field activities and Federally Funded Research and Development Centers (FFRDCs) like MIT’s Lincoln Labs and University Affiliated Research Centers (UARCs) like the Applied Physics Lab at Johns Hopkins for accuracy and appropriateness for presentation at national and international space, missile and defense symposiums and reviews.
