Air Quality Management and Permitting –

Have managed significant phases of air quality programs and permitting, including Title V permitting, Title V audits, Title V compliance evaluations, emissions calculations, air exposure assessments, risk assessment calculations, air dispersion modeling, New Source Review Regulations, emissions offset requirements, purchase and sale of ERCs and RTCs, emissions inventory and emissions fee returns, VOC reporting, emission factor determination, rule compliance evaluations, BACT evaluations, BACT cost effectiveness calculations, feasibility studies, and variance petitions.


RECLAIM –

Have been responsible for RECLAIM compliance issues including RECLAIM reporting and emissions trading, quarterly certifications, emissions calculations, missing data substitution, electronic transmittals, audits, and trade reconciliation. Have also managed RECLAIM QA/QC facets such as daily CEMS calibrations, CEMS maintenance, CEMS linearity and bias calibration, periodic fuel meter calibrations, gas chromatographs (FPD and TCD), and inventory of calibration gases. Additionally, have worked with vendors and consultants on new IT related projects and existing instrument related problems.


Stationary and Portable Engine Compliance -

For the past 14 years, led and supported compliance activities associated with stationary and portable engines. During my consulting tenure, was one at the forefront of regulatory development for the CARB Portable Equipment Registration Program (PERP). While employed in the construction industry, was the individual who managed engine compliance for hundreds of units throughout Southern California. Experience with engine compliance includes permitting, procedure development, variance reporting, SCAQMD Rule 430 Breakdown Provisions, and Rule 1110.2 Engine Emission Provisions.


Source Testing –

Responsible for coordinated and supervised several compliance and litigated source emissions tests, relative test accuracy audits (RATA), and managed field-monitoring
activities for fugitive emissions. Other responsibilities include air pollution control engineering and permitting, testing, and management of continuous emissions monitoring systems (CEMS). Have extensively been involved in measurements for NOx, SO2, CO, CO2, and O2 as well as measurements for hydrocarbons (TNMHC/ROGs), PM10, PM2.5, air toxics including formaldehyde, dioxin/furan, phenol, HF, chlorinated volatile organics, benzene, metals, PAHs, HCl, potassium, lead, NH3, H2S and flue gas flow rate in accordance with EPA, CARB, SCAQMD, BAAQMD, SDAPCD, and other regulatory agencies.
