Support the Professional Engineering and Logistics Support Services (PELLS) TSA contract: Analyzed deployment data of all TSA checkpoints and Checked Baggage Inspection Systems (CBIS) nationwide as the basis for major cost-benefit analysis efforts to help TSA pursue technology improvements that would increase operational efficiency. Developed Threat Library and its Index for managing novel test articles at TSA’s Systems Integration Facility located in Reagan National Airport. After completion this library was integrated into the TSA wide SharePoint (iShare). Coordinated and managed Engineering Change Request (ECR) submissions to the Configuration Control Board (CCB). In charge of communications between the support engineers and program engineers and the CCB Chairman. Participated in CCB meetings and was in charge of the CCB tracker. Spearheaded the CCB change control process document creation outlining the implementation process of the ECRs in detail thus setting the standard in the process flow. In charge of the creation and management of the Contract Document Library (CDL) and a smart Document Library Index (DLI) capable of tracking the contract deliverables. Participated in various projects such as performing complex analysis for integration of remote screening within airports’ checkpoints, and airport to airport integration of alarm resolution stations of checked baggage Explosives Detection Systems (EDS). Created various reporting templates to be utilized companywide, both static and dynamic in nature, in MS PowerPoint, Excel, and Word. Played a key role in implementation effort of the IBM Rational DOORS requirements management system within TSA.
Support the FEMA Logistics Capability Assessment Tool (LCAT) Software Manual Creation: Responsible for creation of the Administrator Manual for the LCAT software application utilized in assessment of the logistics capabilities of the various state and local jurisdictions in cases of emergency. Also assisted the other team members in creation of the User and Facilitator Manuals.
Kaseman, LLC — Arlington, VA Senior Systems Engineer (2009 – 2010)
Development of Engineering Documents in support of TSA’s Office of Security Capabilities (SC): Drafted technical procurement documents such as Statements of Work (SOW), Specifications, Life Cycle Cost Estimates, Independent Government Cost Estimates (IGCE), Analysis of Alternatives (AoA), Functional Requirements Documents (FRD) and Verification Requirements Traceability Matrixes (VRTM), review and approval of Contract Document Requirement Lists (CDRL) in support of TSA checkpoint and checked baggage screening systems acquisitions. Performed Reliability, Maintainability, and Availability (RMA) analysis in support of various projects. Member of the project team responsible for requirements generation and acquisition documents of a common Graphical User Interface (GUI) for EDS. Responsible for technical review of weekly Program Status Reports (PSRs) and Engineering Status Reports (ESRs).
Document Management and Control team lead: Spearheaded and led the team responsible for the development of product generation processes, manual of style, justification and implementation of KnowledgeTree document control software system by creating new file structures, workflow, Configuration Management Plan (CMP), user training presentations, and final companywide implementation. Participated in feasibility study for development of a XML type of inventory to include TSA’s detection equipment.
Kaseman, LLC — Arlington, VA Senior Program Analyst (2007-2009)
Provided direct support and consultation to the TSA Contracting Officer’s Technical Representative (COTR) in support of TSA’s SC: Responsible for all aspects of support to the Explosives Trace Detection (ETD) program COTR. Duties included preparing for and participating in monthly Program Management Reviews (PMR) for each vendor, preparation for Industry Days, participation in weekly project status meetings with vendors, in Technical Interchange Meetings (TIM) and Critical Design Reviews (CDR). Reviewed and provided recommendation on the approval of vendor submitted CDRLs to the COTR. Participated as an Integrated Product Team (IPT) member in various proposals and planning activities and meetings. Provided other support as necessary such as creation of trackers, flowcharts, and etc.
Integrated Logistics Support (ILS) of TSA’s detection equipment: Responsible as the ILS support lead for TSA’s ETD equipment. Coordinated equipment deployment activities between the three ETD vendors, TSA, and specific airports. As a tracking tool created a database with equipment data at TSA’s warehouse, vendors, and requested equipments from each airport. After creation the database was updated by another staff member under my management. I led the ILS weekly conference call between all parties responsible coordinating the communications and making certain all the equipment requirements of the airports are being met. This included major failure data of equipment and such equipment needing repairs at vendor’s depot. I was responsible for reporting all shortcomings of the vendor requirements to TSA.
