• Chief Engineer for Taiwan Programs
• Led team of 10+ engineers in the successful installation, test and on-time delivery of interface equipment (IETC and IER) that enabled Taiwan’s Patriot Air & Missile Defense (AMD) system and Taiwan’s Surveillance Radar Program (SRP) Early Warning Radar (EWR) system to integrate with the Po Sheng C4I network.
• Successfully resolved Taiwan MND biggest strategic challenge by integrating their EWR system (sensor) to their AMD system (shooter) and their C4I network.
• Led Patriot/SRP Integration program growth from a $15M initial contract to $70M in 4 years.
• Managed and led a successful team of 75+ engineers in the $978M Taiwan Patriot Upgrade Program and an overlapping program of 75+ engineers in producing new Patriot fire units (FUs) with Taiwan unique communications/systems equipment.
• Simultaneously executed a $685M Technology Refresh Program for the original Patriot Major End Items with the effort to produce new Patriot FUs.
• Proactively implemented and led quarterly multi-program/service Communications Interface Control Working Groups (ICWG) in Taiwan.
• Tightly coordinated all engineering activities for the integration of the Patriot units onto the Taiwan Military Information Communications System FO backbone communications network.
• Headed up the G.703 end-to-end data transmission tests for BER and delay through the Taiwan MICS FO network.
• Responsible for all engineering inputs and bids for the Taiwan HAWK XXI $1B proposal.
• Created and maintained a live-over-sim Taiwan Po Sheng communications network test-bed and a CONUS Patriot Communications Test Bed in the U.S.
• Led multiple Risk Reduction testing and supported multiple successful EWR system of systems/acceptance tests/demonstrations to the USG and contractors (MITRE), Taiwan Air Force, Air Defense Missile Command and MND.
• Led the generation of IER & IETC Training Plans, Users Manuals & Training Material and the team successfully provided two weeks of training in Taiwan at 3 sites simultaneously.
• Managed and led the effort to integrate the Taiwan MIDS/Link-16 radio into the Patriot BN element which enabled Patriot to communicate with airborne nodes on Po Sheng.
• Coordinated with Northrop Grumman in the development, test and initial integration of an exportable enhanced C4I system for Theater Missile Defense (TMD).
• Led a successful team of 10 engineers in the development/production and ahead of schedule delivery of the Taiwan Communications Operator Training (COT) system.
• Directed the Engineering and program efforts in the integration of a Taiwan encryption unit with the U.S. TPX-57 IFF for use in the Taiwan AMD Radar.
• Chaired weekly telecoms with multiple USG agencies (CECOM, AIMS, NSA, and State Dept) on the release of IFF information to Taiwan.
• Defined the technical baseline for the Patriot and SRP interfaces to the Taiwan Po Sheng / Syun An C4I terrestrial communications network.
• Led the customer requirements discussions, survey of their existing C4I network sites and systems analysis of the Multi-layered Po Sheng C4I architecture.
• Coordinated and participated in the survey of the Taiwan existing and future Patriot tactical sites and systems/communications analysis of the communications connectivity of these sites
• Conceptualized/designed fixed site tower-based communications nodes for Taiwan Patriot.
