SUMMARY
Engineering Consulting Experience in Utility, Federal, State and Local Government, and private sectors: Over 20 years’ experience in project management, planning, design-details from concept through final phase for EPC and design-build projects, repairs, restorations and renovations for the power, educational, health care, correctional, telecommunication, pharmaceutical, industrial, and commercial industries.
Skilled in directing and leading teams through the design of high voltage utility projects and multi-disciplined small, medium and large building projects. Engineering tasks span the analysis and design phases from concept through final design, preparation of construction drawings and project cost estimates, review of shop drawings, preparation of project specifications, review of change orders, coordination of design for all project disciplines including HV electrical, architectural, civil, structural, mechanical and plumbing, fire protection and geotechnical groups, monthly review of projects with consultants and contractors, field visits to resolve site issues and construction inspections. Technical Assistance Contractor to the Federal Emergency Management Agency (FEMA)
Assisted Federal Officers in the evaluation of disaster damaged facilities and disbursement of funds in accordance with the Stafford Act and Code of Federal Regulations (44 CFR). Appointed Team Leader of the A&E Review Group for Northridge Earthquake in Los Angeles, CA, and later of the Appeals Group. Managed the A/E review team responsible for reviewing the design and cost eligibility of federally-funded A/E complex reconstruction projects with an estimated construction value of $2.5 billion. Responsible for review of compliance with local building codes, project design criteria, Federal regulations, hazard mitigation proposals, and ADA requirements for restoration projects. Appointed as the second-in-command to the Disaster Recovery Manager with signature authority in 1994 for ND and SD flood disasters. Managed the review of 5,000 damage reports, developed technical and hazard mitigation policy, interpreted existing policy and guidelines, coordinated policy application, prepared progress reports, evaluated staffing needs and directed work assignments.

REPRESENTATIVE PROJECTS
New 345kV Switchyard, Eliot Substation, Eliot, ME. Engineering Manager, 2013, EPC Project. 345kV Greenfield station consisting of (3) line terminals in a double breaker ring bus configuration, and new control house. The new substation connects the existing 345kV Newington-Deerfield 307 line located in New Hampshire to the Central Maine Power (CMP) System. Design includes IEC 61850 standards for communication, development of Logic Diagrams, alarm annunciation, SCADA, and design of the fiber optic loop.
New 115kV Eastport Switchyard, Rochester, NH. Project Director, 2012. New 115 kV Eastport Substation constructed adjacent to existing 115kV Rochester Substation with (3) 115 kV line positions in a ring bus configuration. Designed for ultimate configuration of (8) line positions, 4 bays and 12 SF6 GCBs.
Modify 345KV yard and expand 115kv yard, Auburn Street Substation, MA. Engineering Manager, 2011. EPC Design and Support services for a major expansion of the 345 kV and 115kV Yards and installation of a new 345/115kV auto-transformer: Relocate 2-345kV & 2-115kV lines, modify 345 & 115kV busses, add 8-345kV & 15-115kV SF6 gas circuit

breakers, 18-345kV & 2-115kV motorized disconnect switches, 39-115kV gang operated disconnect switches, 16-345kV & 25-115kV CCVT’s, 8-345kV & 4-115kV line traps and wave tuners, 9-345kV & 40-115kV surge arrestors, 1,400 +/- LF of 345kV & 1,460 +/- LF of 15kV 3-phase bus and jumpers as required, 2 H-frame pull off structures, 4 lightning masts, foundation and oil containment area for the new auto-transformer, modular 30”W cable trench to both yards, duct bank, modified ground grid to augment existing, pre-engineered steel Control House, AC and DC power panels, battery units and chargers, relays, control and communication panels, including SCADA, annunciator and DFR panels. Estimated Construction Cost $26.7 Million
Installation of 250 kW Fuel Cell, State University of New York, NY. Project Director, 2005. Provided architectural, civil, structural and MEP design services to support installation of a fuel cell manufactured by Fuel Cell Energy, Inc., at SUNY, Syracuse. The 250kW fuel cell required a specially engineered concrete mat and subgrade system due to its proximity to existing foundations. Coordinated 15psi gas line provided by NIMO.
4-story 42,000 SF Early Childhood Center (ECC), Brooklyn, NY. Project Director, 2007. Provided full engineering design services for the Green Building which contains 16 classrooms, a gymnasium, cafeteria, library, offices, medical suite, and administration areas.
Renovation of Public Health Laboratories, New York City Department of Health, New York, NY. Project Director, 2005. Responsible for the Master Plan of a $40 million renovation of the 14-story Public Health Laboratories. Provided space planning and conceptual building upgrade design services.
Women’s Options Center, New York City Health and Hospitals Corporation, New York, NY. Project Director, 2005. Provided full A/E services for the design of the new $2.5-million, 10,000-square-foot addition. The Center contains two operating rooms with state-of-the-art overhead ceiling-mounted sky booms for medical gases, power and communication services, flat screen monitors, and operating lights with 360° position choices for every procedure.
Psychiatric Center, New York City Health and Hospital Corporation, New York, NY. Project Director, 2004. Provided A/E services for converting a 9,000SF nurse’s wing into a 20-bed psychiatric center. The center contains a multi-purpose training center, day room, quiet room, noisy room, and features tamper-proof building design elements in accordance with the NYS Office of Mental Health (SOMH) requirements.
Sing Sing Correctional Facility, Ossining, NY - New York State OGS. Project Director, 2005. Provided A/E services for the $4.5-million new Inmate CATV/Radio and Public Address System project in 4 housing units. A total of 1,852 cells received a CATV/Radio jack station and GFCI duplex receptacle. Central head-end equipment was provided in the Arsenal and local head-end equipment was located in the basements of each building.
Multi-Story Office Buildings, Xerox Corporate Headquarters, Stamford, CT. Project Manager. Designed and prepared construction drawings for a $50 million, 20-story office building with 14 levels of office space, six levels of parking, and an adjoining six story post-tensioned parking structure on a fast track schedule.
