Managed strategic machined, forged, stamped parts/assembles, graphite fiber/composite components, avionics, actuation, and electronic components/control systems suppliers within the United States delivering materials, components, and systems for government and commercial aerospace and aircraft programs (G200, G250, F-15, etc.) manufactured by the international corporation IAI. Duties include supplier contract compliance, cost control/reduction, technical assistance, streamlining of production operations, procedure change recommendations, reporting requirements, and supply-chain logistics.

SHAW ENVIRONMENTAL AND INFRASTRUCTURE 2003 to 2007
Director of Procurement - Hurricane Response, Baton Rouge, LA (November 2005 – May 2006)
I was selected for temporary assignment to direct all procurement aspects of Shaw’s Hurricane Katrina and Rita rapid response contracts totaling $980 million. During this 7 month period, I managed 4 Lead Subcontracts Administrator Managers and a procurement staff of 47 located both at Baton Rouge Corporate Office and New Orleans projects office. All contracts were under USACE, FEMA, Coast Guard, Navy, and commercial Clients, and were Fixed-Price, T&M & Cost Reimbursable types complying to CAS, FAR, and UCC requirements. As the hands-on Director of Procurement- Hurricane Response, I concurrently fulfilled my permanent role and responsibilities of the below Regional Procurement Manager Position for the Shaw Group. Assigned DPA = $25M.
Regional Procurement/Subcontracts Admin Manager 3, Midvale, UT (March 2003 – March 2007)

Lead the Procurement Management Departments Home Office and 41 out of state project site locations in support of $230M Fixed-Price & Cost Reimbursable IDIQ Maintenance, Renovation and Repair contracts, Construction Services, Facilities Management, and Vertical Construction contracts.
* Managed the sourcing and procurement groups. Originated procurement policies and PSOP’s, prepared and managed budgets and contracts, interpreted internal and Client specific technical engineering/contractual requirements, supported proposal/estimating efforts and SB initiatives as Mission Support Services SBLO. Initiated Sarbanes Oxley Act (SOX) compliance within projects prior to corporate imposed compliance mandates easing future transition conflicts.
* Formulated and executed SBA approval of Mentor-Protégé Agreements and several contract winning Joint Venture/Teaming Agreements between 8(a) and Shaw business concerns.
* Awarded and processed complex multi-level material and subcontractor procurements and negotiations resulting in favorable positions for the company. Developed contract flowdown provisions, T & C’s, and originated subcontracting plans to support Client contract needs.

Planned, coordinated and managed production / materials, sourcing, procurement, inventory, and deliveries of Contractor Acquired & Government Furnished Property (valued at $11 million, 12,000 line items) and training materials to support 1800 instructors at 146 US Airport training locations.
