I have over 28 years of civil engineering experience with public works and land development for various cities. I am a former city employee and have a deep understanding of government processes for private and public works projects.
I have the knowledge and ability to apply practices of civil engineering to private development and public works projects. I am very familiar with methodology, materials and techniques used in design and construction of public improvements. My experience as a responsible engineer has provided a complete knowledge of municipal engineering and the application of civil engineering policy for improvements of roadways, sewer, water, storm drain, grading, maps, WQMP, SWPPP.
I had administered public works projects; private development process; and monitored consulting engineering services assisting in delivery of CIP projects.
I had performed engineering design review for private development consisting of subdivision maps, grading, erosion, SWPPP, WQMP, street, sewer, water, storm drain, and street lighting. And has also checked documents and reports incorporated with the private developments.
I had analyzed hydrology/hydraulic drainage and used self-developed programs for sewer system improvements. I have utilized computer programs for civil engineering and spreadsheets using Word, Excel, Flow-master, Retain Pro and AutoCAD.
I had processed Environmental Impact Review for Specific Plans and Area Plans for large scale developments, such as Dos Lagos and Arentine Specific Plans in City of Corona, and Edgewater Development in City of Chino. These developments were to establish planning areas comprised with master infrastructures including water distribution/transmission, water resources and sewer collection systems, capacity analysis, storm drain systems, BMPs, roadways, grading, assessment of development impact fees, and other necessary provisions.

o City of Fullerton through Y.J Engineers: Engineering plan check including the street, grading, storm drainage for private development; Provide the administrative support for the issuance of city encroachment permits;
