Directly supported the Civil Engineering Group (CEG) leader on special projects; augmented teams as a strategic planner and action officer. Used systems engineering (SE) and strategic planning to develop and implement solutions for projects and issues in all aspects of Base Civil Engineering – Personnel, Energy, and Environmental Management, Base Utilities, Space Consolidation and Demolition, Construction Contracting, Operations, Fire Emergency. Assisted group and base leadership to develop and implement strategic goals at the group level and develop and report KPIs and metrics to provide progress measurement.
ACCOMPLISHMENTS
-Conducted an inter-base study on construction contracts to determine whether to re-compete as a single or multiple award. Conclusions led to advocating single award with potential of saving $100k’s.
-Directed team to develop, consolidate, and validate utility financial and consumption data. Tied cross-discipline efforts together to ID data trends. Established strategic energy goals and future focus of energy efforts. Deliverables have been adopted by Headquarters AFMC for use on all 9 AFMC bases shifting strategic priority of energy consumption reduction to energy dollar expenditure reduction.
-Spearheaded at the CEG, USAF mandates to standardize quality of services at USAF installations. Formed and led team and acted as subject matter expert for the CEG. Developed in-house system to support mission. Established process to report 81 CEG-owned metrics of KPIs to USAF, allowing USAF to make better informed strategic decisions on budgeting and manpower issues world-wide.
-Addressed shortfall in USAF square footage reduction mandates by lobbying wing commander for a base-wide cooperative effort at the group leadership level. Crunched square footage data, created charts and slides and advised Base Civil Engineer. CEG awarded with opportunity to expand square footage reduction efforts base-wide. ID’ed deficiencies in real estate reporting that have significant impacts on multiple CEG disciplines.
-Assisted Ops Chief in executing union dispute settlement concerning workday start times for Bargaining Unit Employees (BUEs). Canvassed BUEs for circumstances warranting different workday start times then discussed issues with Union and Ops leadership. Employees' circumstances satisfactorily addressed.

ACCOMPLISHMENTS
-Led development of Engineering Capability roadmaps. Clearly defined baseline and identified shortfalls of engineering capabilities. Linked requirements to shortfalls to mission impacts of $84M investment plan.
-Identified deficiencies in the effective use of new engineers supporting the test mission at Edwards AFB. Raised awareness of it at the group level and sold Test Wing management on the need to better utilize them.
