PROFESSIONAL EXPERIENCE

Engineering and Construction Manager JUN 2009 - Present
3rd Infantry Division, Division Engineers, Fort Stewart, GA / Kandahar Air Field, AFGN

Officer in Charge of management of all Engineer and Construction efforts within the 3rd Infantry Division’s Area of Operations. Spanning 5 years and 2 deployments, was responsible for providing facilities and construction oversight, management, coordination of Engineer assets, and Engineer technical assistance across the broad spectrum of Engineer and construction operations.

• In Kandahar Afghanistan, successfully managed 57 major construction projects, totaling $46 million in support of troop sustainment, operations & maintenance, force consolidation, and retrograde operations.
• Implemented the Life, Health, and Safety (LHS) program, forming a team of technical experts and Engineers in order to quickly react to issues needing immediate attention.
• Engineer in Charge of the largest construction undertaking in the Kandahar Province, constructing a Brigade Headquarters, 3 Battalion Headquarters, 2 Dining Facilities, a Helicopter Landing Zone, and a fitness facility.
• Recognized by the Division Engineer (LTC with 24 years service) as one of the best Majors he has seen in his years of service.
• Recognized by the Division Chief of Staff (COL with 27 years of service) as being in the top 10% of Majors on Headquarters Staff: “A superstar of the Engineer Regiment, Major Coats directly contributed to mission accomplishment, taking on some of the most difficult and important tasks for the Command.”



Foreign Electronic Warfare (EW) Analyst / APR 2006 – JAN 2008
Directed Energy Weapon (DEW) Flight Commander
National Air and Space Intelligence Center (NASIC), WPAFB, OH

Officer in Charge of foreign weapons systems’ Electromagnetic Spectrum Intelligence gathering and analysis. Also responsible for Foreign Materials Exploitation (FME); including lab testing of EW and targeting systems, to include Radio Frequency (RF), infrared (IR), and Laser Targeting platforms. Intelligence gathered via analysis and testing used to examine feasibility of US weapons systems and countermeasures against these previously untested platforms. As Flight Commander of the Directed Energy Weapons Branch, lead a 21 member team of Electro Optics and Radio Frequency analysts in the gathering, analysis, and exploitation of foreign DEW platforms.

• Throughout tenure at NASIC, published over 25 reports and articles on SIPR and JWICS platforms, including analysis reports on weapon system and countermeasure efficacy.
• As part of a 4-man FME team, acquired EW Jamming pod listed on the Department of Defense top-10 threat list. Lab-tested and reverse-engineered the pod, producing an extensive report along with modelling data used by US DoD platforms to determine efficacy of EW and targeting systems.
