Technical Engineering Program Manager
Directed the development of custom power train systems from OEM commercial products into customer-specific military applications. Managed all phases of military and commercial engine production programs from inception through completion, including research, design, development, build, test, integration, and customer interface.
• Responded to US Government DOD proposals and prepared business plans, work statements and specifications. Developed schedules, cost estimates, operating budgets, and established milestones and deliverables. Evaluated manufacturing capital requirements. Determined internal and external manpower requirements.
• Monitored allocation of resources and adherence to plans and schedules.
• Interfaced with subject matter experts from Administration, Purchasing, Quality, Field Service, Service Parts, Marketing, and all levels of Management.
• Led cross-functional technical teams comprised of electrical, software, manufacturing, structural, thermal, material, testing, and simulation engineers. Directed the activities of CAD modelers, drafters, and checkers to insure production release quality documentation. Coordinated the activities of build mechanics, test technicians, and other support personnel.
• Interfaced extensively with the electronic hardware engineers to procure or modify existing hardware and wiring harnesses to meet deliverables. Worked with software and integration engineers to modify and validate performance requirements.
• Developed new prototype and production components with suppliers.
• Validated components and systems using FEA, DFMEA, and NVH tools. Reviewed design validation processes (DVPs).
• Supervised the release of production models and drawings, along with other technical documentation.
• Directed and participated in prototype through production builds with extensive “hands on” involvement in numerous production facilities.
• Represented the organization as the primary technical customer contact. Defined customer operational requirements, customer deliverables, and Functional Objectives (FO). Translated customer requirements into hardware and other deliverable requirements.
• Led weekly review sessions with customers to discuss cost, schedule and technical performance of program activities. Provided customer training along with support documentation, including electrical schematics, installation and service manuals. Traveled to customer sites for support of power train startup, drivability and functionality.
• Knowledgeable in the PAPP process for supplier quality requirements (Six Sigma).
• Proficient in Microsoft Project, Word, Excel, and Power Point. General working knowledge with many 3D CAD systems.

Military Power Train Design and Development Programs
Directed all phases of the power train programs from inception through completion for the following vehicles: General Mobility Vehicle (GMV), Non-Standard Tactical Truck (NSTT), ATX Tactical Vehicles, Joint Light Tactical Vehicle (JLTV), Mine Resistant Ambush Protected Vehicle (MRAP), and High Mobility Multipurpose Wheeled Vehicle (HMMWV).
• GMV and NSTT: Technical Engineering Program Manager responsible for power train development and delivery of the SOCOM NSTT covert fast attack lightly armored vehicle, and the SOCOM U.S. Navy SEAL GMV1. Leveraged existing components to develop a 6.0L power train system with minimal development and procurement costs and reduce validation testing, which resulted in a quicker delivery schedule. Established a trusting relationship with our partner Indigen Armor LLC.
• ATX: Converted and militarized the standard Navistar 13L in-line engine for military applications for the Tatra vehicle for a Canadian multi-wheeled tactical ATX vehicle RFQ.
• JLTV: Technical Engineering Program Manager responsible for engine development and delivery of the BAE\Navistar Joint Light Tactical Vehicle. Retrofitted an existing diesel engine which was installed in a new vehicle to meet DOD requirements. Developed a strong customer relationship with BAE.
• HMMWV: Retrofitted and installed a more powerful fuel efficient alternative diesel engine to the existing vehicle to meet new mission performance requirements. This V6 engine outperformed all other contenders.
• MRAP: Led a group of engineers and union personnel (engine builders, lab technicians, tool and die makers) to fully instrument and build one production validation engine for offsite calibration work for the MRAP II. This new engine was built and ready for testing in three days. Three weeks later, a more powerful vehicle was presented to the government and Navistar was awarded an additional one billion dollar contract to deliver more MRAPs to Iraq and Afghanistan.
