SUMMARY OF EXPERIENCE:
Thirty years construction and design management experience on large governmental design/build projects, large integrated industrial facilities and other sophisticated multidiscipline projects. This experience includes field engineering, field inspection, supervision of design, procurement and construction activities. I have extensive nuclear, petrochemical and transportation experience and have two successful overseas tours in the Middle East. I am willing to relocate anywhere in the world.

I am assigned to the San Francisco Public Utilities Commission Water System Improvement Program (WSIP) as The Program Office Construction QA Manager. The WSIP Program is a $4.6 billion repair, replace, and seismically upgrade the San Francisco Bay Area’s pipelines, tunnels, reservoirs, pump stations, storage tanks, and dams. The WSIP includes more than 80 projects throughout the service area – from San Francisco to the Central Valley and involves a broad range of projects varying in size and complexity covering all aspects of the water system – from dams, reservoirs, pipelines, and tunnels to treatment facilities, pump stations, and water storage tanks. I am responsible for Program Office oversight of Quality Plans and performance of 20 individual projects ranging from several million dollars to over $300 million dollars. I perform quarterly Quality Audits of each project based on the Program Construction Management Operating Procedures and report the findings and evaluation of Quality Program effectiveness to the WSIP Program Director. I review the CM Operating Procedures and recommend necessary changes in these documents as needed. I attend QA/QC coordination meetings weekly for the larger projects to keep abreast of the latest activities that affect overall Program Quality. I administer the Program Office Supplier Quality Surveillance System covering Vendor Shop QC inspection and witness of materials and equipment procured for the entire WSIP Program nationwide and internationally.

Fluor Corp, Inc. (Oregon Bridge Delivery Project JV with HDR Corp.) (2004 to 2009) Salem Oregon
I was assigned to the OTIA III State Bridge Delivery Program as Quality Assurance Manager. This was a $1.3 Billion dollar EPC contract with Oregon Department of Transportation. This 11 year Program consisted of refurbishment or replace of 450 bridges in the State of Oregon. It is a complex Multi-scope project subject to multiple State Agency overview and numerous Stakeholders and overlapping contractual requirements. I managed 3 Quality Assurance Managers and 27 Quality Control Inspectors and Compliance managers. The scope of work includes developing Quality Plan requirements for 20 State of Oregon approved engineering consultants, construction contractors and Design/Build contractors. I started the program as the Design Quality Assurance Manager and later was promoted to overall Senior Program Quality Manager. As the Design Quality Manager, I developed the Consultant Design Quality Plan (DQP) Template/Model establishing the minimum quality requirement to be implemented by all sub-consultant design contractors (copy enclosed). As SPQM I developed quality assurance/Quality Control Inspection programs and procedures for this large Multi-task design and construction projects. I reviewed for acceptance more than a hundred of design sub-consultant quality Plans, Programs and Procedures submitted for approval. Performed scores of quality audits at consultant designer offices for implementation of their design quality plans and audited over 50 construction contractors. I developed, coordinated, and implemented Program management Contractor's quality program for engineering, environmental, procurement, construction and Project operations including project diversity and Context Sensitive and Sustainable Solutions (CS3) programs. I maintained ODOT Liaison with Client Oversight staff and Delcan third party assessors. My staff and I managed Audits, Delcan assessments, surveillance, inspection reports, non-conformance reports, and corrective action and root cause analysis. Weekly, monthly and quarterly status reports and trend analysis reports were published to Internal Senior Management and Client Senior Management.

SENIOR QUALITY ASSURANCE ENGINEER/AUDITOR,
Los Angeles County Metropolitan Transportation Authority, 1995 to 2004 Los Angeles CA
I was assigned as Lead Quality Engineer auditor for the Red-Line Heavy Rail subway and the Gold-Line Light-rail Extension. The Redline is a 16.4 mile tunnel project stretching from Union Station to North Hollywood. This is heavy rail subway with 14 below grade stations. The Gold line is a 19.7 mile light rail line with 21 above grade stations. Both are Large Government Design Bid Build Construction Projects in Los Angeles, California. I participated in the development of the quality assurance design and construction program requirements and also the in-house procedures for both these large Multi-task design and construction projects. I reviewed for acceptance hundreds of Quality Plans, Programs and Procedures submitted for approval by contractors. These were extremely difficult and complex Multi-scope projects subject to multiple Federal, State, County and City agencies overview with numerous Stakeholders and overlapping contractual requirements. I managed the Quality Oversight of 5 to 7 design and construction subcontractors at a time during this assignment.
