Title/Position: “Contract” Project Engineering / Construction Management
Project Experience:
41 years working in the fields of Project Engineering and Construction Management. He completed his last project assignment in Alberta on March 2014 - his assignment in Canada was working on 286 kV transmission line construction from Terrace to Bob Quinn (British Columbia) September 2013 followed by an assignment in Conklin (Alberta) as Substation Superintendent. He was working (with a Canadian Work Permit) as a Canadian employee of Aerotek and was contracted to Burns and McDonnell. He has 35 years of living and working in the Arctic.
• Project Construction / Field Substation Superintendent - Completed on 4/15/2014 his assignment on the project “Pike Substation” (greenfield project) for AltaLink Utilities (Aerotek employee contracted) to Burns & McDonnell in the position as Senior Associate Electrical Engineer, working as Substation Superintendent. He administrated the project by checking plans, specifications and compliance with safety. Closely communicated with the contractor(s) on site to insure document control of design drawings and quality assurance. Prior to substation energization, he was to transfer to another Burns & McDonnell project in Ohio and declined the transfer on 4/15/2014.
• Project Construction / Field Engineer - Completed on 10/28/2013 his assignment to the NTL project (contract Aerotek employee) to Burns & McDonnell in the position of Senior Associate Electrical Engineer, working as supervisor on transmission structure erection, anchor installation and testing of lattice structure. Transmission line “construction for 287 kV, 340 km line constructed in northern British Columbia. He had responsibility for about 100 km of line. On completion of his assignment he was transferred to Alberta to work for Burns & McDonnell 10/28/2013. Prior to his scheduled arrival to the “Pike Substation”, He spent about one month in Brooks Alberta to assist with a Fortus station during commissioning. This was an existing 240 kV station that had two (2) transforms replaced and additional switchgear installed that allowed better circuit isolation.
• Project Construction / Field Engineer - Completed on 7/1/2013 his assignment to the New Jersey project PSE&G (contracted Randstad employee) to Burns & McDonnell as position in Senior Associate Electrical Engineer. Working as “field” supervisor on transmission structure erection, anchor installation, drilled pier foundations, and testing, and removal of old lattice structures, and disposal located on Right of Way – transmission line “construction was for dual circuits of 230 kV and 500 kV. Burns McD transferred Tom to the Canadian work in B.C. and Alberta in 7/1/2013.
• Project Construction / Field Engineer - Completed January 2013 his assignment to the project GEEWS (contracted Randstad employee) to Burns and McDonnell in New England (Massachusetts / Connecticut). Supervisor, working on the HV transmission structure erection, installation of foundation, anchor installation and testing, conductor installation, and removal of lattice structure removal and disposal.
• Project Manager / Field Construction Superintendent – Completed October 2012 - he was a direct hire as a contract employee, to Texas Municipal Power Authority (TMPA). His responsibility for the implementation of “owner purchase’ material, supported bid process, and Construction Management of the Gibbons Creek Power Plant Switching Station. Construction replaced 37 miles of old control cable with new (installed new duct banks and manholes – removed old). Also, replace an existing control house with two (2) pre-manufactured control houses. One house controlled the 138 kV and the other controlled 354 kV. This project met a very tight schedule and completed safely and within budget. He used MS Project to monitor and control project schedule. Also used MS Project to monitor labor and budget.
• Project Manager – Completed August 2011 – Employed by Pike Electric as Project Manager as Owners Engineer (Pacific Power / Rocky Mt. Power UT) for the design, design criteria, and 85% design of the Surgut to Redmond, 200 miles, 345 kV transmission line. Provided leadership and technical support to the engineering team assigned in the execution of the contract. Also included redesign of 345 Surgut Switching Station and new 345 kV substation in Redmond UT. He was responsible for managing all aspects of the project, including scope, schedule and budget, drafting DCM’s for both transmission and subs substations, supporting environmental consult and in routes(s) selection, and drafting of EPC bid packages (Substation and Transmission). Project completed on schedule.
Project Manager / Field Construction Superintendent – Completed May 2010 – he was hired (contract Randstad employee) as an employee to TMPA. His responsibility for the implementation of “owner purchase’ material, and Construction Management of the Shelby Substation (greenfield) in Greenville Texas. A new 345 kV / 138 kV substation in Greenville Texas. In addition, he also supervised and managed construction of a new “mono pole” 230 kV transmission line (seven miles) in Greenville, Texas.
