1994 to 2010, 2012 to present. Civil Engineer. assisted the City and County of Honolulu’s wastewater treatment plants to remain in compliance with the Federal (EPA) and State (Department of Health [DOH]) environmental laws and regulations governing its effluent and storm water discharge to receiving waters; and the treatment, handling and disposal of sludge to a municipal landfill. also was in charge of meeting the requirements of Consent Orders and Administrative Orders. He performed monthly compliance plant visitations; created Standard Operating Procedures (SOPs) for compliance review and reporting; developed, planned, and evaluated effluent monitoring plans and statistically evaluated water quality and sludge monitoring data. assisted plant operations with meeting water and air quality standards as stated in the respective permits issued by EPA and DOH. He provided technical assistance to operations in making changes to treatment processes to meet water quality discharge limitations and objectives. He reviewed and determined the extent of impact to plant effluent water quality from various types of waste and chemical discharge to the treatment plant.

Renewal of the NPDES Permits for the Sand Island, Kailua Regional and Honouliuli Wastewater Treatment Plant. 2012 to 2014
2012 to 2014. Working closely with the City’s Corporation Counsel, was the technical lead in the City and County of Honolulu comments to the draft NPDES permits for the Sand Island, Kailua Regional and Honouliuli wastewater treatment plants. These treatment plants ultimately discharge their effluents into the Pacific Ocean via ocean outfalls. Some of the technical work involved included reasonable potential analyses of treatment plant effluent discharge of violating State water quality standards, providing guidance and direction to consultants on dilution studies of the three ocean outfalls, and a review of an alternate analytical method for legacy pollutants. participated in permit discussions with the State Department of Health as well in discussions related to permit appeal as filed by the City.
Kapa’a Street Light Storage Yard Facility Soil Remedial Action. Kailua, Hawaii.
2011. Provided engineering, field sampling, permitting, and management services to facilitate the soil remedial action at a former City and County of Honolulu Street Light Storage Yard Facility. organized and executed multi-increment sample (MIS) methodology to delineate the extent of polychlorinated biphenyl (PCB), metals, and petroleum hydrocarbon (diesel range organics and oil range organics) contaminated areas. oversaw the excavation and coordinated the off-site disposal of shallow soil at decision units having contaminant concentrations that exceeded the State of Hawaii Environmental Action Levels (EALs).

2011. Provided engineering support for a remedial investigation/remedial alternatives analysis (RI/RAA) at a former municipal solid waste incinerator to identify and remove potential sources of hazardous materials and to characterize the nature and extent of residual contamination in soil and groundwater. coordinated the quarterly groundwater evaluation program, characterization and disposal of investigation-derived waste (IDW), and reporting activities.

2011. Halogenated volatile organic compounds (HVOCs) were found in the soil and groundwater beneath a site which was occupied by a large retail store with a garden center. The contaminant source was a dry cleaner business which formerly occupied a tenant space and released wastewater to the sanitary sewer system. The primary HVOCs at the site were perchloroethene (PCE), trichloroethene (TCE) and byproducts of biodegradation (dichloroethene and vinyl chloride).
The store chain voluntarily entered into the State of Washington’s cleanup program, which is overseen by the Department of Ecology (Ecology). An in situ soil vapor extraction (SVE) system recovered volatile HVOCs from the vadose zone and protects store occupants from vapor intrusion. Since contaminated groundwater was migrating beyond the Site’s property boundaries, AMEC evaluated the hydraulic containment using groundwater extraction and ex-situ treatment.
